Torrential rain flooded creeks, streams and the Guadalupe River, where the water swelled more than 26 feet in 45 minutes.

Camp Mystic owners successfully appealed to the Federal Emergency Management Agency to redesignate some buildings that had been considered part of a flood-hazard zone.

Federal regulators repeatedly granted appeals to remove Camp Mystic’s buildings from their 100-year flood map, as the camp operated and expanded in a dangerous flood plain in the years before rushing waters swept away children and counselors.

Katherine Ferruzzo had been accepted to the University of Texas at Austin for the fall semester and planned to become a Special Education teacher, her family said.

Libby Crawford created a Facebook group, "Camp Mystic Jellycat reunion group," to reunite surviving campers with their cherished items after the catastrophic floods.
