This leads to a dog who lives in a baseline state of arousal, which increases as the human continues to nurture arousal with no rules, boundaries, or limitations. Eventually, you have a dog who is regularly aroused, easily triggered to be aroused, who lacks impulse control and can not calm down. These are most of my clients.
